Background
Ghana's health sector faces persistent challenges, including gaps in service delivery, weak institutional capacity, inefficient health information systems, and inadequate financing. These issues have contributed to inequitable access to essential healthcare services, particularly in maternal and child health, and have strained the country's capacity to address both communicable and non-communicable diseases. The intended beneficiaries of this policy are all Ghanaians, with a focus on vulnerable groups such as women, children, the elderly, and marginalized communities.
